
HARLINGTON, TX, September 19, 2024 –
Hypower played a pivotal role in the success of the Valley International Airport runway extension project in Harlingen, Texas. As the electrical subcontractor responsible for installing advanced navigational aids (NAVAIDs) and a state-of-the-art fiber optic transmission system, Hypower’s contributions were key to enhancing the technological infrastructure of the airport. This work was essential in making the airport one of the most advanced in the country, supporting both the extended runway’s operational capacity and ensuring precise aircraft landings in various weather conditions. The project, which extended Runway 35L from 8,400 feet to 9,500 feet, was completed at a total cost of $35 million, with 80% funded by the Airport Improvement Program and 20% by passenger facility charges.
“This project wasn’t just about extending the runway. It was about integrating complex systems like the CAT II ILS, PAPI, and fiber optics to ensure precision landings in all weather conditions,” said James Powell, Project Executive at Hypower. “Our work was key to improving aircraft safety and boosting the airport’s efficiency. It could not have been successful without great team communication from the Airport, FAA, designers, Foremost Paving, and within the Hypower organization.”
The collaboration between Hypower and other project leaders was marked by seamless communication and efficient decision-making. Glynn Forshage, project manager with Foremost Paving, praised Hypower for its proactive approach, noting that the company “took the ball and ran with it.” Forshage also emphasized that Hypower was a “top-shelf outfit and almost operated as if they were doing their project,” underscoring their commitment to excellence. Hypower’s efficiency and expertise, especially in meeting stringent FAA requirements, were critical to keeping the project on schedule and within budget. Hypower’s installation of high-performance electrical systems, including CAT II ILS approach systems for both north and south flow, ensured that the runway lighting and power design met all necessary safety and operational guidelines.

The runway extension project required significant coordination and precision. In addition to extending the runway by 1,000 feet, the scope of work involved complex installations such as the localizer, glideslope, DME, PAPI, RVR, and MALSR systems. Hypower’s expertise in airfield lighting and fiber optic cable installation, spanning 6.45 miles, ensured that all navigational aids were fully integrated into the airport’s advanced fiber optic transmission line, further enhancing the airport’s safety and operational capacity. This extensive work allowed the airport to increase its cargo capacity, improve aircraft safety, and boost passenger traffic, which rose from 265,000 enplanements in 2019 to over 550,000 in 2023.
